Each rack is supposed to have an infographic sign at the top that explains how to use them and that the locks are available inside at the mountain shop. In my experience the signs falls off the racks in many cases.

From Monarch today. All of the racks there have the Sky Key sign that Low Angle Life mentions above. For the record, my Kästles are unlocked.
