Yea when I was thinking about this i could only think of NH, and also thought there are more towns.The answer is very few.

Canaan Valley - WVA
There might be one in Michigan. Laurel and Canaan are run as leased operations.
Winter Park is owned by the City of Denver, Diamond Peak in Incline Village is some kind of county ownership, Bogus Basin owned by City of Boise, Bridger Bowl is a community owned non-profit as is Turner Mtn. I am sure there are many others in this category, but not so many in the state category.
