If we are just speaking strictly in terms of the situation in Sedona where the state minimum wage is $14.35/hour and assume that is a comparable rate that a service industry worker is making in Sedona we are talking an apartment that rents for around $850-$900/month.

Have at it if you want but personally I don't think there is anything controversial about having opportunities for low income individuals to have housing that doesn't exceed 30% of their income.
 
When we stopped in Sedona on our GC trip a few years ago I would guess that the campground we stayed at was 65% transient-ish residents / maybe 35% tourists. Woke up one morning to a helluva domestic dispute that scared the shit outta my wife...
