ORDA Funding

When you are a quasi governmental entity, otherwise known as an "Authority" in NYS, it is basically a license to do whatever they want with very little, if any, oversight; and that is why Robert Moses created the "Authority". Read the Power Broker written by Robert Caro, and you will understand why.
ORDA got started after the 80’s Olympics...
Art Lussi, an attorney, is the President (and one of the owners with his sister and brother) of the Crowne Plaza Lake Placid and the Lake Placid Vacation Corp. He has been President since 1991. The Crowne Plaza is right next door to the $19 million Olympic Conference Center. His father, Serge G. Lussi, and mother, Caroline Lussi, were the previous owners of the Crowne Plaza and the Lake Placid Vacation Corp. Serge G Lussi was a member of the ORDA Board starting in the 1980s thru 2014. Art Lussi has been on the ORDA Board since 2017.

Art Lussi is also Co-Owner of other holdings: Lake Placid Club Golf Courses and wedding venues, Lake Placid Marina and Boat Tours, and a partial interest in the Lake Placid Hampton Inn and Suites

There have been ethics questions raised over the years about the Lussi Family doing business with ORDA.

In the early 2000s, during an ORDA Board meeting, the final approval and installation of the Hudson Triple at Gore was being discussed. Serge Lussi suggested that Front Street developers (owners of the property next to the Ski Bowl) should be asked to contribute to the cost of the lift. The ORDA Board managed to hold up the lift for 1 month. He also stated he would love to have a lift right next to his property (Crown Plaza) and maybe ORDA should build a gondola from Lake Placid to the base of Whiteface - a distance of 9 miles. A few years later the ORDA Board approved the $19 million Olympic Conference Center right next to the Lussi Family owned Crowne Plaza Lake Placid.

Discovery Lodge (DSC)
The scope of work to the existing 2-story building with mezzanine includes both an expansion of the building with a new two-story addition, and partial basement and main level renovations to the existing lodge. The existing
equipment rental fabric structure will be disassembled and the slab will be demolished. Work will include hazardous materials abatement, renovations to the existing kitchen and servery, stair and ramp additions, door and window
replacement, the addition of toilet rooms and fixtures, HVAC, plumbing, electrical, fire protection, communications pathway and food service work. Work also includes site and civil work, regrading, retaining walls, pavements,
landscaping, stormwater management, other site improvements, and changes to the building envelope.

Overlook Lodge (OL)
The scope of work to the existing 2-story building includes rehabilitation to portions of the entire existing building, both interior and exterior. Included, but not limited to are hazardous materials abatement, removal and installation
of kitchen equipment, serving counters, lockers with fixed seating, doors and windows, 2-stop elevator, toilet rooms and fixtures, removal of mezzanine level, stone masonry restoration, log timber truss repair, dimensional
structural wood framing repair, HVAC, plumbing, electrical and fire protection work. Also included are an entry canopy addition, roof dormers, re-roofing, exterior siding replacement, upgrading insulation, and improved
lighting. Sitework includes regrading, paving, stormwater conveyance, stone patio, flag poles, and upgrades to site sanitary facilities.

ORDA spent $9.1 million or $14.6 million (depending on sources) on rebuilding the Discovery Lodge in 2019. Why was this bid not included in 2018? Oh, right, ORDA.

There used to be one between the bathrooms, the hookup is still there. They took it out during Covid but never put it back I guess.
The codes still require fountains / fillers, most owners usually have us @Ripitz out after they get the CO...
