“On your left” is a simple courtesy that comes from an earlier time.

The responsibility code merely states that the downhill skier has the right of way, and that it is your responsibility, as the uphill skier, to avoid them. It would seem to me that stating your location in relation to the person you are trying to overtake is helpful in avoiding them and avoiding a crash.
This pretty much sums up what I meant ... For the most part, I'll let someone know I'm coming by on traverses, flats, or when approaching a lift corral, that sort of thing. Situations where people are just moving along, but I might be moving a little bit faster than the person in front of me, and there's not a lot of room to go further around.

I often do the same when I'm on my road bike ... If I'm overtaking another rider, again, generally on flats or uphills where lower speeds are involved, I just let them know I'm passing on the left to avoid anything unexpected.

I also see it as a simple courtesy, that can help to prevent accidents.
