And this is the major problem/issue we're baving in controlling this virus.That said, I am almost certain I know people who not following the rules. I can only control my behavior.

It’s called personal responsibility.How can it be enforced? To my mind, the only way is at the check in desk at lodging, right? And then, it would probably be a matter of lying when the out of state skier signs paperwork. Otherwise, roadblocks for out of state plates, right?
I really don't see harm done if you're day tripping with an RIFD pass and eat lunch in your car, and stay out of shops and restaraunts. And gondolas.
Yeah, I have been regretting not buying some cheap little thing up there before this, now, it's gold. I could have bought a small one bedroom at the base of Pico for 75,000 the year before last. Again, if you had something up there, I don't see the danger of using it for a short period if you bring your own food to cook. Or, test down here, drive up with supplies, quarantine, and just stay there. As long as you're distanced on chairs, skiing is pretty safe. Just stay out of lodges.
