ORDA Funding

Liftblog had a recent update about the old Top Ridge lift going to The Ho.

Kinda doubt it’ll used there for lift served skiing.
Haven’t found anything in The Ho’s online UMPs about any ski lift:unsure:

Today I volunteered at the Ho for the UCI Mountain Bike World Cup.

Talked to one of the ORDA staff after my shift. The Gore lift will be a spectator mover up to a spot called Start 1 on the sliding track. They think it will be easier than running shuttles.

Empire State Redevelopments annual budget is $285,638,000 for 2024, nearly 3x ORDA's budget. Even without ORDA your tax dollars are going to subsidize other recreational activities and pumping up local economies. Also keep in mind revenue from ORDA brings back over 60% of that spending. But more importantly where will the Jamaicans go if they can't practice at Mt. Van Ho?

If ya wanna know where money is going at ORDA, here's a partial response. Proposed amendments to Mt van Ho's Unit Master Plan. Mainly covering the sliding facility but also building a more permanent MTB track. Kinda dry reading but useful.

ORDA is corrupt AF

The nothing to see here mentality needs to stop
Their budget is $105 million, fine. But what do they spend and who's holding anyone accountable for the monies they spend.
LP has a

No one!🥷

My mom worked as an auditor in the State's Comptroller Office for over 25 years. She was not corrupt AF and I am pretty sure the rest of the staff was on the level, but thanks for your informed insights.

Did a quick perusal.
Got a kick outta the plans for the sun shades for the ice track to make it more consistent whenever the races are in the sunshine.

They might be saving money on their artwork by subcontracting it out to the local elementary school kids.

Nobody was referring to your mom, the auditors or the perpetually undermanned NYS Comptrollers Office.

Nobody seems to be watching ORDA's choices for spending the money they get from the state. The Comptrollers Office is not involved in these choices. However, the audits show that ORDA does not follow the rules about financial reporting.

In fact, if you looked at the link you provided you would have seen this:
"Our initial audit report, covering the period March 11, 2013 through September 9, 2020, was issued on February 8, 2021. The audit objective was to determine whether ORDA was complying with EO 95, including providing, in a timely manner, publishable State data to ITS under EO 95. The audit found that ORDA had not taken steps to meet the requirements of EO 95 until after we began our audit. Prior to our audit, ORDA did not have any data items published to Open Data. In addition, it did not designate a Data Coordinator, complete a comprehensive catalogue of publishable data, submit a master schedule of publishable data sets to ITS, or incorporate Open Data into its ongoing core business planning and strategies."

So for over SEVEN YEARS, ORDA was not in compliance with EO 95 (Open Data Website).

The 2014 Audit of ORDA shows loads of financial problems and a general mismanagement of the financials and financial reporting system and controls.

It does not matter if it is corruption or lack of talent, ORDA continually fails to follow the rules established by NYS. This also supports the lack of manpower in the Comptrollers Office. There was no audit by the Ccomptrollers Office to see if ORDA was following EO 95 for those seven years.

There are over 1000 of these types of Authorities in NYS. They exist as a way for "New York State" to unofficailly borrow money and avoid the NYS state constitutional and statutory debt limits, despite the fact that all these Authorities act as an entity of NYS.

"The scale of authority operations is enormous, with more than
1,000 State and local entities spending more than $78 billion
per year, employing more than 166,000 full- and part-time
staff. Many public authorities are intimately tied to the State’s
budget and financing plans. Yet, despite these ties and the scale and level of their
responsibilities, public authorities operate with less transparency and oversight than
State agencies
."

In 2013 or thereabouts, ORDA was audited by the state. I was gonna write an article for another web site. I did a lot of research, I even went into NYC to meet with someone from the comptroller's office. Results of the audit weren't dramatic. If I recall correctly, the biggest thing was, they kept issuing purchase orders to the same vendors without looking for a better deal or something like that. I didn't finish the story because editors had expected something much more dramatic than that.

I was today years old when I learned about EO 95.

Ugh, I'm just now seeing this. Apologies if you took my comments/opinion personally as that wasn't my intent.

That said, I stand by what I said.

Simply put, if ORDA board members owned property/biz in the Crick, like they do in LP, NC would look completely different than it does today.
