The curtailment was probably called because today's load is more than a gigawatt above forecast. That leaves them scrambling to find supply that can ramp up quickly. There is a notice of curtailment tomorrow as well, which may or may not actually happen.
The curtailment doesn't start until 3pm and lasts for 6 hours, but they're only obligated to reduce load for 4 of the 6 hours, so I'm not sure why they need to close at2. Maybe they got burned during curtailments last year because they stayed open almost until the curtailment started.
