In the absence of any other lift experts on this blog, I think a tram is one that has two support cables and a haul rope. A gondola has a haul rope only. The Whistler Peak-to-Peak has 22 seated, 6 standing. So.....yes?
 
A tram has only two cabins and reverses direction for every trip. This is a 3S gondola which is a tricable system with two track ropes and one haulrope, similar to a tram. The difference is that the lift operates in a continuous loop. This allows for far higher capacity than what you'd get with a tram.

Note that the gondola is the last phase of a multi-phase plan. The first step is tolling the roads and more frequent bus service. If those measures work out, then the gondola may not be necessary.

The gondola is so many years away at this point, it’s quite possible it never comes to fruition and the snow sheds, tolling and increased bus service ends up being an adequate enough solution. We shall see.

It is a gondola. The loading is 1 cabin every 2 minutes. The capacity of 1050/hour is a low, but that will probably increase as the infrastructure at the base fills out. Short of boring tunnels like a subway, this seems to be the best answer. There is the possibility it never happens, too.
